AB 1033 Implementation Workshop Held in San José
2025
November

November 17, 2025
The Small Builders Association (SBA) hosted an AB 1033 implementation workshop at San José City Hall Rotunda, bringing together developers, architects, policymakers, and housing professionals to discuss practical pathways for expanding homeownership through accessory dwelling units (ADUs).
The event focused on how California’s AB 1033 legislation, which allows ADUs to be sold as separate condominium units, can unlock new housing opportunities and accelerate the production of attainable homes across the state.
Turning Policy into Practice
During the workshop, industry experts and local leaders shared insights into the policy framework, regulatory considerations, and real-world implementation of AB 1033.
Speakers discussed how cities and developers can work together to translate the legislation’s intent into viable projects. By aligning local regulations with state housing policies, communities can better support innovative housing solutions while maintaining neighborhood compatibility.
Case Study: From ADU to Independent Ownership
A key highlight of the event was the discussion of the 410 Josefa Street project, one of the first examples demonstrating the potential of AB 1033.
Through collaboration between developers, policymakers, and local agencies, the project illustrates how ADUs can transition from secondary units into independently owned homes, offering new pathways to homeownership while increasing housing supply.
This model provides greater flexibility for developers, investors, and buyers, while helping cities expand attainable housing options within existing neighborhoods.
Building a More Flexible Housing Future
Participants also explored broader opportunities for scaling ADU development through improved permitting processes, standardized design approaches, and stronger collaboration between public and private sectors.
As California continues addressing its housing shortage, policies like AB 1033 represent an important step toward expanding ownership opportunities and supporting more diverse housing options.
Looking Ahead
AlphaX and its partners remain committed to advancing innovative housing solutions that expand access to homeownership across California.
By combining thoughtful policy, responsible development, and industry collaboration, initiatives like the AB 1033 workshop help move housing conversation from legislation to real-world impact.
