Campbell Project Becomes California’s First Development Approved Under SB 684

CAMPBELL, CA — A six-townhouse development in Campbell has made history as the first project in California approved and set to be delivered under Senate Bill 684 (SB 684) — a groundbreaking state policy designed to streamline approvals for small-scale subdivisions and expand access to attainable housing across the state.
What is SB 684?
Signed into law in 2023 and effective as of July 2024, SB 684 simplifies the approval process for “missing middle” infill housing projects, typically between 2 to 10 lots. By reducing regulatory hurdles, the legislation aims to accelerate the development of neighborhood-compatible housing and address California’s pressing housing shortage.
